Rubra on windowsill???

You can, but even big south facing windows cut down the light quite a bit so you wont get full coloured  specimen plants. They really are better outside, and they can get dormancy better out there too.

My only worry with growing them outside are the BURNING temperatures (104 F at the highest), and also winter temps. 10 F is the lowest temp here.

I am by far not an expert on rubra or us climate. But looking at a map, you are not far from rubra natural distribution and on the same latitude. That sounds like a Good place to grow them in my general horticultural knowledge and experience. I guess there are Only two ways of finding out. Find someone that has tried in your area or try it yourself. All successful gardeners have killed a few plants learning.
