My bog and balcony problem

Hi I have just got this planter from a garden centre not far from me. I will explain why i got this type of planter. I live in a flat 2nd from the top floor. I been getting problems with up stairs balcony it has gaps in them so things fall through the gaps like cigarette ash and dirty plant water falling from the top and in to my plant trays and pots so I got to work on looking out for something that will cover and pretected my little babies ☺. At first I had a 4 teir tent thing but it was hard to put the pitcher plants in the tent as they go wide. Plus the tent looked ugly. So I spotted this little planter/bog thing I take it home buy a load of soil and started to fill it up. Then noticed that I could not fit all my plants into it. The top bit was too low for the pitchers and not all could fit. Any ideas what I could do or if this planter set will work and any ideas on what I could buy to cover my other plants? The sun dews will fit in there nicely so I will keep this bog for low growing plants but the flowers will not have room as well on the sundews when they flower. Edit: the size of the planter is roughly

L 70 CM

W 32 CM

H 28 CM - hight from where the soil sits to the top not the legs.

It looks as if teh railings are covered with perspex or similar so you cant attach anything to them, right? Any chance you could get a couple of steel brackets, screw them to the decking, via 90 degree feet under the planter, vertical upright then a slight angle with a piece of perspex or similar mounted on it to deflect detritus from above?  then you could make it as tall as you want for the pitchers.

I think it's frosted glass it maybe perspex.. Its not completely covered the top rail is round and glass does not go all the way up to the top rail. Sorry I am not sure in what you mean on doing. Maybe them photos will help abit more.
