Repot or not?

Better not to if you can avoid it. Winter or early spring is a better time to repot.

One way to deal with it would be to lift it in the pot. Just push sphagnum down the side and under the roots, if possible. If the roots fill the pot it may be difficult. You also need to watch out for branches of the rhizome running under the surface.

If really necessary cut the pot off and carefully place into hole in new mix in a bigger pot, so as to not disturb the roots.

I agree with Marcus B. I would avoid repotting Cephalotus in their active growing season. They can tolerate a little overcrowding, as long as there is sufficient ventilation to avoid fungal issues.
