About a month ago, I made a rather strongly worded complaint to PayPal - about the fact that their 'buyer protection' only covered items bought on eBay - even if the items were significantly 'not as advertised'. At the time, they would only get involved if the item bought was never received.

I pointed out that under this policy, an empty box could be sent and they wouldn't care - because that empty box was received, even though it was significantly not as advertised. Thus PayPal was a great product for fraudsters, so long as they didn't sell on eBay.

Now today, they have sent out emails, notifying registered user of changes to PayPal terms & conditions.

Amongst the various changes are -

* consolidate the PayPal protections for buyers into one PayPal Buyer Protection programme (covering buyer protection both ‘on’ and ‘off’ eBay);

* enable UK registered users to also be eligible for reimbursement for Claims in respect of “Significantly Not As Described” items purchased with PayPal outside of eBay.

Strange that only UK registered users get this 'not as described' protection.

Perhaps they may have listened to me - or it could just be a coincidence.

I really don't like using PayPal but unfortunately it's often necessary for the sake of convenience. I had an incident a while ago where I had to make a claim against a buyer who didn't send an item - this transaction was outwith Ebay. Whilst I eventually got my money back, it was a long winded process.

PayPals 45 days to lodge a dispute is really far too short a time. I had an example recently where I ordered something where because it was hand made had a 6-8 week delivery.

So by the time I realised they were not going to deliver PayPal of course were not interested. And neither were the credit card company who I used to fund my purchase through PayPal. So unless you can expect the goods quite quickly (to give you time to complain!) or know the seller- buyers via PayPal beware!

Well done ! - maybe they do listen. I must say that I only had one problem - a non-arrival & I got a refund in less than 4 weeks. What I felt was wrong was that if you didn't go about getting the refund EXACTLY as they stated & in a rigid timetable you could lose out. Mine was an Ebay problem. Since that time I always look for over 99% feedback or I don't bid.

Would you not be covered by the 120 day credit card chargeback?

The best thing to do in this sort of situation is lodge a complaint at the 45 days limit, and let the seller know this is to protect your 'buyer protection'. This then gives another period of 20 days (I think), for things to be sorted out and delivered. Then when you get it, you can just cancel the 'dispute' and nobody looses out. Any reputable seller/company should understand the need for delivery with 1-2 months. Longer than 2 months is not very good anyway.

Unfortunately not. The credit card protection- section 75 does not cover purchases done through 3rd parties such as PayPal.

It took me almost 6 months but I did get my money back. For some reason the people involved did not like the bad publicity I left online!! :shock: And coughed up!!
