I noticed today that my Cape Sundew has a red shoot coming off the base of it. I was wondering if this could be a root or a runner?

I don't know if this is the right place to ask this but I have just received some Drosera Filiformis Red Thread. I have read that they need cold stratification and that they don't need it. I was wondering do they need to be and if not how long does it take them to germinate?

there are two great nursery here in the states that i trust to get seeds from. cooks carnivore (is located in Oregon) and carnivorousplantnursery (is located in Maryland) there seed prices are really low.
