Stephen is right, definately not an Arisaema but it does look like it is related to the Herb Paris. I have seen similar plants growing in the Singapore Botanic Gardens.

looks like a fern to me the spike in the middle looks like a sporangia,so could be a form of osmunda

Forget my first post, not related to Herb Paris but a relative of the ferns and called a Moonwort, Botrychium sp. Pulsar is right, these are related to the genus Osmunda.
